If the toilet fills and goes down slowly or not at all you need to us a 6 inch plunger on a drainage rod and fit as low down and tightly sealed in the pan using a pumping action will create a suction and hopefully release the blockage, if not go to the manhole relating to the drainage connection or soil pipe to that toilet and gently send a set of drainage rods up the connection twisting to the right as you feed it in to keep them screwed tight but this will be with a pigs tail end on it to try and disturb the blockage from this side if no luck then call a drainage company to high pressure jet to clear it or if still no luck to survey it hope this helps Ben
